Federal/Negro league players in the draft?

Is there a setting where I can run a historical campaign where these players will just show up in the MLB draft pool?

Also semi related, the default Historical game uses a reserve list, will it remain that way in perpetuity, or will the minor leagues "evolve" into existence as I play?

the minor leagues start appearing in 1919, Negro Leagues in 1920.
Federal League 1914-15 (if i recall correctly - not at my game). When your team has a minor league affiliation, the reserve roster will disappear. (if you have import and maintain historical minors check in your historical tab of league settings.)

not certain i can give an answer to first question, as i never have tried it.

If the draft is on and the color barrier is off they should.
