The Pre-Set Game Engine Stats
My theory is that this game is based and pre-set for every league to finish within 5% or so of 2010's statistical totals for nearly all categories. With that theory, I think you could have a league full of the likes of Babe Ruth, Ted WIlliams, Ty Cobb, etc against silver, bronze or iron-level pitching, and their numbers wouldn't drastically jump off the board as long as the league is full of those type hitters, regardless of how bad the pitching is..
Let's use home runs for example. In 2010, there were 4613 total home runs. With my theory, every league no matter what level will finish within 5% of that number. Stolen bases is one stat that I've found doesn't follow the 2010 numbers. Want to see how your league compares? Go under "LEAGUE," then click "STATISTICS," and then click on the "TEAM STATISTICS & INFO" tab and scroll down to look under total home runs for the league. For some of you, this might change your strategy or bother you knowing that your players are handicapped. After all, it's not the batters vs pitchers in this game, as much as it is batters vs batters, and pitchers vs pitchers. Yes the developers have said this is how it works. It's not "forced" per se but every league is targetted to hit the same total numbers

It seems silly that regardless of how bad the quality of pitching is, the best hitters won’t necessarily do great.

Vanilla OOTP works precisely the same way, btw. Thus, Ctrl+C, Ctrl+V.

You've pointed to a potential problem. But, well there's a lot I could say, but basically all the pitchers that aren't very good get beat up. The best hitters end up with the best stats. A little silliness is to be expected unless you're expecting perfect duplication of reality. There's no game without some game engine design.
I think things could be corrected or changed if there were an actual outcome problem.

Yep, this is exactly how things work. The game refers to these as "LTMs" - league total modifiers. If you search that in the main-game forum you will get tons of results.
