Ballpark factors and altitude...
I've created 8 leagues with teams all over North America, the Caribbean, and Japan. These leagues are set up geographically and the talent level is roughly the same in each league. Though obviously each league is independent, in my mind they all share the same "baseball universe" and at the end of each league's season I plan on constructing a playoff-like tournament for the eight winners to crown a true world champion (still don't know how that could be done but that's a question for another thread).
Two of my leagues have many teams in the Rocky Mountain states and I would like the stats to reflect that, my wish is for the league averages for BA, HRs, and ERA to be a bit higher in these two leagues compared to the other six. What is the best way to ensure that happens? Adjusting ballpark factors wouldn't really work because I would have to balance "hitters" parks with "pitchers" parks to keep the league average at 1.000 and the overall statistics for the league would be the same as my other six leagues. You don't have to keep ballpark factors averaged to 1.000, if you had all of your Rocky Mountain parks at 1.500, and every other park in your game at 1.000, the Rocky Mountain parks would have a stat boost. I reccommend Gambo's Stadium chart, which lets you input the random fence height and dimensions, as well as altitude and some other factors, to generate realistic ballpark factors. If you do this, Rocky Mountain Parks will get a boost.

I believe wall height and dimensions are purely aesthetic. Avg and hr factors are what drive a park being a hitters or pitchers park.

Yes, which is why Gambo has made a perfect chart that lets you input game-generated or your own dimensions and wall heights to create realistic factors.
