Feeder League Question

I'm setting up a fictional world and I dont know enough about the player creation modifiers so I was hoping you wonderful people could give me some help or tips.

I want to have several different feeder leagues but they all produce different "levels" of talent. As an example:

College League 1 produces great talent where there may be 4.5 or 5 star prospects in the league
College League 2 produces good talent where the top prospect from that league may only be a 3 star prospect

And so forth.

I know that the leagues will all produce horrible up to great prospects but is there a way to tweak the creation modifiers in certain leagues that at best you'll get a player who MAY have an all star season or two? I also hope my description of what I'm looking for was clear enough to understand.
