Couple quick FTP for Online Hosting Questions

I'd like to setup my own league, if for no other reason than to understand the process and what commissioners have to go through to run one. Hit one stumbling block right out the gate when I realized the only ISP in my new town doesn't offer an ftp option of any sort.

So the questions:
1) Is there a consensus for ftp hosts amongst those running a league, ir everyone piggybacking off of existing server space, or are a lot of people running a host right off their personal PC or home Server?

2) What's the typical bandwidth assuming 30 team league with 2 to 3 sims a week? My guess is it is WAY past 100GB a month with about 10 gig per sim file average or somewhere there.

Any insight appreciated!
