Are Custom Schedules Static from year to year?

This is mainly for fictional leagues and custom schedules. Are schedules static from year to year? Do the schedules change based on finishing order? I know how to make custom schedules and all that.

For example, if I want to have the best team in LG1 Div1 (schedule team numbers from 1 to 5) play the best team in LG2 Div3 (schedule team numbers from 24 to 30) play to start the year every year. Can I just put say 1 (first number available to LG1 Div1 team) and 24 (first number available to LG2 Div3 teams) as a game on the schedule. And it will automatically reorder the top team each year to 1 and 24 in the respective divisions and that option will always play?

Or do I need to find that teams number on the schedule and force the game say 3 and 26 or such?

If you load the same schedule, the game should be shuffling the team numbers in each subsequent year so that you don't get the same match-ups year after year. That should be the case with custom schedules as well as schedules that come with the game.
