Need International Complex Players help

I started a new game with a historical year. I used fantasy draft. I thought I set the game up to have a minor league system but I must of made a mistake. Here's the problem now. I have a few players in my International Complex that I want to bring up. The system will not let me send them to my RESERVE Roster, It will not even let me send the players to my MLB Pro Roster. The system keeps saying it's an invalid transaction and that I have to send them to my minor league roster which I do not have. No way I'm starting over at this point. What can I do? Can I somehow still generate a minor league system even though the MLB season started? If not will I be able to generate a minor league system next season?

Any advice would be appreciated. If I can't do anything I'll just stop wasting money at the international FA draft.

Just figured it out. I was using the mouse from my roster screen and dragging the players from international to reserve and it would not work. I just went to the 1 players action screen 2-Transaction 3-Promote player to reserve roster.
