No matter how differently I set up my scouting from game to game, every time I get like 3-4 years into a game, Scouting seems to drop off a cliff and none of the top prospects get scouted.

First couple of years, all the top prospects have an A rating, but I'm 2022 now and everybody has E ratings. Is there anyway to avoid this? It happens to me every game.

Your scouts are all still assigned? If so, could you upload the save? I may be able to see what's going wrong from that. Instructions for uploading are here.
