Historical Expansion

Is it possible in Historical Sandbox mode to have an alternate expansion?

Basically, I would like to take over the league in 1992 and see what happens if I had become commissioner. This means no expansion in 94 to Florida and Anaheim but a gradual expansion (one franchise per year) to 28 teams from 1999 onwards.

Not right now, no. Only the actual historical expansions.

Thanks. One other question if you don't mind...is any expansion/relocation at all possible in modern day sandbox?

Expansion is, yes; you could do relocation by edting the team - the name, colours, city, etc. are all changeable.
