Lack of pitchers as International Amateur FAs

I first noticed this issue in (I think) in OOTP19. When the signing period for international amateur free agents rolls around, there's been a distinct lack of pitchers in the free agent pool. The attached images show the pools for my two most recent seasons in OOTP20, but it's been this way for quite a few seasons now so it's definitely not random. In the past, there was roughly a 50-50 split between pitchers and position players in the pool.

I'm not sure if this matters, but my league is a converted league created several years ago.

This is more of a WAD thing than a bug. Look at the real IFA signings, at least the high profile top 30 type guys and year after year you'll see that there are like 24-27 hitters and 3-6 pitchers.

The pitchers tend to show up more heavily in OOTP as scouting discoveries, which mimics how they tend to be lower $ lower profile signings in real life.
