How could a MLB team get pick #1 and #2 ?

In my OOTP19 game, the Seattle Marines have the #1 and #2 pick in the draft. I thought I knew a lot about MLB rules, and that teams could get compensation between round 1 and round 2. Does anybody knows how this could be possible, or even if it is possible?

If the Mariners had the #1 pick last year, and failed to sign that player, and then had the worst record again this year, they would have the #1 and #2 picks.
