Yeah I think we have actually had to enforce the 3 strike rule maybe 4 times in 8 years and only once has an owner complained about the move.

A few thoughts from the cranky old bastard that runs the NOBL.

Watch those point systems for participation. They can easily increase the divide between the teams with good owners and the teams with "quiet" owners.

Three strike rules are great if everyone in your league is under 20-years-old and the only other decision they need to make (aside from setting their roster) is between cold pizza or reheated chinese food.

There will always be turnover. Get used to it.

The best GMs will come knocking when your league is full.

Great leagues require two things: a consistent commish and active owners. Consistent refers to the sims and the rules. Active refers to the ExpImps (80%) and message boards/emails/trades (20%).

All leagues (just like their owners) go through an ebb and flow of activity. There will be quiet years, active years, and years that will nearly tear the league apart. The NOBL began in 1994 (FPS league then). I've seen my share of events, both good and bad.

You cannot make everyone happy. Most complaints/problems/calls for rules changes in my league are generally 1-3 (of 20) members that want something changed... usually for the benefit of their team.

Getting back to the purpose of this thread.... are there too many leagues? The Professor (I think) said it best. In everything, there is a survival element. The groups that can change and grow to consistently offer that mix of fun, challenge and camaraderie will stay around and hit "proceed to next season." The others will have to shut down so that they can pursue their career in the majors, recover from car wrecks, or be Atlanta and 4 other teams in a new league starting up on the OOTP boards.
