1991 into 1992 weird draft/players

Something very odd happened 1991 into 1992. I have been noticing odd players with high potential in the free agent pool. The 1990 (December) draft was the same as it should be. Then 1991 draft happened (which should have been like Brien Taylor and Derek Jeter). This 3 round draft happened with all half star players and the draft was only 3 rounds. When I look in the AI as the season started the draft is set for 3 rounds (never did I change). Looking at the setting I dont have fictional or generate players on - is this supposed to happen? Seems super odd.
Not sure how to fix.

Said another way - the thing auto set to a 3rd draft - do I change back to the max and hope guys like Jeter show up in the Dec 1992 draft?
