There's an additional factor, consensus error, that adjusts the potential up or down, particularly for younger players. (The scouting system reduces the effects of that error, making the scout's assessment of players more accurate.)

so they have the same potential i just dont see it as such. When i did a little experiment i noticed that very important factor to reaching potential was playing in apropriate league for a player. Is there a way to see which league a young player should be played. Like i have 15 yo with 5 star for my league, should i play him in U16 or U18 or U20.

another quick question...i have a few 1 to 1,5 star players and scout report say that they are suited for 1st line or top lines something like that. Is that due to the level of my scouts as well?

Check the training screen of the team he's currently on. You'll see a "C" column, if there's a mark in there the player is currently at a level that's slowing his development (the level of competition is either too difficult for him, or too weak to provide a challenge.)

Those particular comments on the scouting report are relative to the league the player is currently in, so he may be 1.0/1.5 relative to your league, but currently in a weaker junior/minor league.

No those players are on the main roster. 1, 1 and a half star players and it says they are good enough for first, second line. Then i sighned 3 star player and it said something like is a peripheral player, not sure exactly

Sounds like you need new scouts if he's telling you a 1.5 star player is first or second line quality.

I'd like to have a look at that save if you can upload it, that sounds a little strange.
