Icon bar cut off

As you can see in the screenshot part of the icon bar is cut off.

This only happens when I'm playing in windowed mode, it's working fine in full screen. I'm using 1920*1080 resolution btw.

It's like that on my screen as well, mostly because of a scaling different from 100%

Alessandro's correct, that's usually because the Windows scaling ("Change the size of text, apps, and and other items" in the Display settings) is set to something other than 100%, which effectively reduces the screen resolution, and in this case makes it smaller than the game resolution can fit properly.

Windows scaling and graphics card settings scaling are all set to 100, so that wasn't the issue. I randomly discovered how this happens though, and it was replicable 100% of the time on my end:

When the window is maximized in the start screen and then I load into a save-game, the icon bar will be cut off.

I can prevent this from happening by simply not maximizing the window until the save game is loaded and maximize the window then. Icon bar will show up fine.

I have no clue if this is an issue with the game, Windows 10 or simply some setting in my system but I guess the solution (at least for me) is to not maximize the window too early

Ah, I see what you mean, I can replicate it if I maximize the start screen at that resolution. We'll have a look and see why it's doing that.

I've looked but haven't found it - can the icon bar be placed at the bottom of the screen a la OOTP Baseball?

No, only on the side right now. We'd have to change quite a few screens to make it work at the bottom.
