Scouts stop scouting non-North American regions

I have an NHL team.

When I scout a North American region everything is ok.

But when I send a scout to a non-North American region, the scout stops after a week or less, and is left with 'no assignment'.

I send the scouts for 8 or 10 weeks, scouting for Potential and Quality.

Why do the scouts for non-North American regions stop scouting?

Did you set the AI to control scouting?

No.
I control scouting.
The North American scouts work ok.

Okay, just make sure you didn't switch it to AI in the Manager settings, because it can take them off. Try turning them on permanent and see what happens.

I tried permanent scouting with the same result - scouts scouting non-North American regions are reverted to 'no assignment'.

They won't scout non-North American areas.

I've FTP'd the file: NHL4Dec62019c.lg.zip
Whenever I try to scout a non-North American region the scout is taken off and given 'no assignment'.

What may or may not be related is I don't seem to get the NHL scouting updates -Scouting - Midterm Ranking screen shows no players.

Most of the time I'm scouting for Draft Eligibility, NHL, Potential, Quality (though sometimes Quantity), Minimum Potential 1.5, Length 8 or 10 weeks or permanent, Report Back 2 weeks or end of assignment.
Everything else - no changes.

I don't see any obvious problems with the assignment, but it's dropping in the save for me as well. We'll investigate a little more, that shouldn't be happening.

Ah, looks like the problem is the scout being assigned to a region in a fictional game where there are no actual leagues based in that region. With a custom game like that (or historical), you don't really need to get region-specific with your scouts, there are few enough prospects that you can cover them with broader assignments (like just a specific league, or draft eligibility, or free agents).
