THE INTRODUCTION

The Classic Baseball Association (CBA or "the Association" for short) is an online simulated baseball league. Out of the Park Baseball 16 and future game versions are the engine running the CBA. The CBA was created to be an environment where up to 24 people can get along and play some fictional baseball. The CBA has the following goals for owners: (1) to have fun, (2) to be competitive and (3) to be involved. If you're motivations align with these goals, then this is the place for you.

SETUP

The Association's 24 teams are contained in two sub-leagues each divided into two equal divisions. The division winners and top four wildcards will make the custom playoffs. In-game play will begin after the first major patch for OOTP16 is released (typically one or two weeks after the game is released). We will delay the start of in-game play if we have not completed the promised ten rounds of the inaugural draft. If we complete more than ten rounds, then wonderful! Owners are encouraged to setup draft lists via the StatsLab utility for all rounds (1-125). Please keep this in mind as you use the tool.

PLAYER RATINGS

In the CBA Scouting and Coaching are turned on. The Association uses the 2 to 8 scale for all player ratings except the overall ratings where Stars will be used. All ratings are displayed relative to the CBA's major league level of play. Instead of seeing values based on the 1-250 internal scale, owners will see how players compare to the average major league player. Using the 2-8 scale, a 5 is considered average and each numeric grade above or below represents a full standard deviation better/worse than the average. The overall Star ratings are based on AI evaluation (30/50/15/5), not on pure ratings.

PLAYER SETTINGS

Injuries are set to Normal (OOTP Classic). Suspensions are on, set to low. Player morale and personalities are on. Batter and Pitcher aging speeds are set to .800 and .850 respectively, while development is set to 1.000 (default). Talent change randomness is default (100). The league file was simulated twenty years, then history and stats were erased. This has been proven to help stabilize the file for longevity.

TEAM SETTINGS

Each owner will be allowed to create their team and ballpark from scratch. We are asking owners refrain from using real city/nickname/logo combinations. It's a fictional league, be creative. Invent a city. Ballparks must also be within reason - 0.850 to 1.150 for each of the park factors. The CBA League Office reserve the right to reject any silliness, profane names, etc.

FINANCIALS

Each team will have roughly $150m to spend on their budget each year. You may go above/below as your team's revenue streams allow. Financial/owner settings will initially be equal but will be allowed to change as the game engine sees fit. Revenue Sharing is enabled and set to 100%, so all teams are sharing all of their revenue each season. Owners may still set their own ticket price in order to maximize revenue. This helps everyone. The Cash Maximum is $10m so what you can carry over is limited. There is a Salary Floor of $75m, not hitting that floor results in a penalty on future spending. The Salary Floor covers all players on the 40-man roster. Owners will be signing players to 9-figure deals and signing long term deals may be in your favor as it postpones when players become potential free agents and eligible for the Greed Player Rule.

GREED PLAYER RULE

Each year 10 "greedy" players will elect to become free agents as the result of an owner vote. Voting will begin after the Opening Day sim and will end one real-life week later. Voting will take place on the forum. Only players listed on the Upcoming Free Agents report are eligible. All teams losing a player due to the Greed Player Rule will receive a compensatory draft pick between rounds 1 and 2 of the next amateur draft. The team with the player receiving the most votes will be awarded the first pick and so on. No team may lose more than one player each year.

AMATEUR DRAFT

The Amateur Draft will be 25 rounds, occur during the regular season and be completed using the StatsLab utility. Strict draft timers will be set, whatever we don't get through by the time we reach the draft in-game will be automated. StatsLab allows you to enter in draft lists for automation. Use it.

STAT SETTINGS

League totals and player creation will be based on the 2012 MLB season. Random events are turned off.

OTHER SETTINGS

Please see the CBA Constitution

PARTICIPATION EXPECTATIONS

Semi-frequent exports, participation in drafts, votes, and otherwise are expected. Abstaining is acceptable. We're busy people who live busy lives. Playing in a year round, year to year game means you may be unavailable from time-to-time. It's okay. Just stay in touch. If you feel like you must leave the league, please let us know, abandoning teams is uncool.

Carson City has been well run during their first five years. This is a playoff contender with a decent minor league system as well. Ne need to rebuild here.

Jway and DC do a very good job running the league. No drama environment except for the pennant races. Stats lab, timely sims, good group of GM's, what else you want? ;-)

Have some interest in Carson City. Wondering why they keep opening up? Just fickle ownership, or is there something (be it terrible contracts (didn't see any), losing players in the upcoming winter, etc) that I'm not seeing.

All of the open teams are in good financial situations. Carson City had a great original human GM who had to leave for personal reasons. Since then we have just had trouble finding someone committed to the online game.

To everyone else, Carson City and Manhattan Beach have been claimed. Pittsburgh and Savannah are still available.
