Regions & Converted Files

Has anyone had success using regions with saved game files from previous versions of OOTP that have been converted?

Basically, I've got a file that started with OOTP X and it's been converted with every release. I create a HS Feeder league and set the region to Europe, but ALL of the players come from wherever the league originates.

Is this a known issue? Am I missing something? It's as if the region is being completely ignored.

If I'm not mistaken, I believe the region setting is for establishing the city names. There is an option to select the country of player creation origin and set that by % for each country you want.
