Ethnicity value by state?

So I made a fictional country similar to Switzerland with multiple ethnicities that have their own state/canton. The main league is between the various states and I'm wondering if its possible that recruits playing for a team for a state will have a specific ethnicity mix, specific to that state rather than the national ethnicity values. In short my question is can ethnicity parameters be modified for individual states? Similar to a real-life Switzerland where French cantons are largely ethnic French and German cantons are largely ethnic German.

No, it's based on the nation. If you made those states into countries, you can do what you want and can make them all dual citizens of the main country the way that American Samoa, Puerto Rico, etc., have American dual citizenship in-game, but use their own name file.
