commissioner mode?

I've set up a fictional league to test/experiment with game play and settings but even playing as commissioner I can't alter or adjust any of the team line/strategy settings. Is it )A not possible or B) am I missing something? I assumed that in commissioner mode I've have access to all teams roster/lines/tactics etc. Any help, many thanks in advance.

Assuming you're set to GM/Head Coach it will let you do a few things, like replace players with other players, but if the teams are non human controlled any changes you make to lines or tactics will be overwritten by the AI controlling that team. If it's a human controlled team (like in an online league) I agree that it would be nice to be able to edit lines/rosters as the commissioner, but right now the only way is to switch to that gm.
