I've wondered this exact same thing. I should be able to get more knowledge from my staff when I take over a franchise. Everyone shouldnt be at "low" from day 1.

I have a 29 year old Catcher on my ML squad and in 1 months time his scouting accuracy is at Very Low.
That makes zero sense to me.
He is not a rookie, he is not a young prospect.
He is 29 years old and on my major league team. In no way should his scouting every be at Very Low.

How long have he been with the team?

You can increase scouting report frequency in the settings so reports are updated more frequently.
