AI does not use bullpen evenly

I am playing a fictional league, I sim the entire season and then manage the playoffs myself. The problem is, the bullpen is used very unevenly. So I get to the playoffs, there's some guys I have no clue if they are good or not.
Here's an example of a recent season.. Notice that Jaime Davis only pitched 2.2 innings ALL YEAR. (a 4.5 star reliever, the editor projects him as a 2.0 WAR reliever, so he's good)
Meanwhile reliever Kalman had over 100 innings, despite having a more limited role.. Any ideas to fix this? I would think that since Davis was a 7th and later guy AND a middle reliever, he'd get a ton of work.

This is OOTP 21, if that matters.

I forgot to say, Injuries turned off, so that's not the reason.

Multiple-stopper setups are not really supported, at least beyond maybe a couple guys. So when you get to a "stopper" situation, generally speaking, we will choose the first rested guy, which in this case would be mostly Davalos or Kalman it seems like.

You could set a couple of those guys to be, say, setup guys instead, which should still tend to pitch them in late leverage situations, and that would likely help the AI out in trying to find the right guy for the right situation.

That's kind of a weird bullpen setup. I wonder if the AI isn't designed to handle multiple Stoppers.

I've not seen this issue myself with more conventional bullpen roles.

Check your pitching staff innings around the All-Star break and select "use more often" on the drop down arrow under usage options for guys you want to see get more innings, or less innings.

2 Stoppers works great, especially in earlier eras. I would put the rest as Middle Relief, with Long Relief secondary if they have Stamina, or Setup secondary if they're decent quality.

Like Matt says, 4 Stoppers is too many and is obviously not working as you intend.
