CPU keeping too many top hitting prospects in the low minors/not doing the same for pitchers.

So basically I'm running a 24 team fictional league, development is 1.1 for hitters, 1.2 for pitchers. It is typical for a pitcher to at least get a cup of coffee in AAA, but hitters it is rare to even go to AA. I know this could be because of my settings: which are

AAA 28 man rosters; nothing
AA 30 man rosters; 8 years service/31 age max
A 30 man rosters; 6 years service
Short season A 35 man rosters; 4 years service - cant be older than 25
R Advanced; 3 years service cant be older than 23
R Lower 3 years service cant be older than 21

Why is this though? I have 22 year olds in rookie or low A who can easily be in AAA or at the very least AAA. It's just hitters too, which is weird. AAA is dominated with pitching prospects, and there is only 2 hitters under 23 in AAA...

Just throwing this out there ... are your higher levels (AAA, AA and A) loaded with players in their late 20s and 30s? The AI may not want prospects in their early 20s playing at a level that's loaded with players that much older.

I'd clone the league and test it with stricter age limits for everything above rookie. Keep AAA without limits because you want older veterans to have a chance to hang on, but from AA on down, I'd put some tougher limits in place and see what that does.
