Any update on when this is expected? I believe the most recent was "probably not by Opening Day". How much later - next week? End of April?

I am also looking forward to this, especially with the nerfing of the tournaments. As a FTP player, I really enjoyed the tournaments in 22, didn't play last year, and was shocked to see that tournaments as a way to get packs has been almost eliminated.
Perfect Draft was also something I enjoyed, but no quick PD tournaments has taken the enjoyment from those as well. I log in and the next PD I can get into is 4 days away, and if I place I get a single card. I signed up for PT+ on one of my teams, because of the extra tournament slots, then found that the slots are meaningless. I realize that as a mainly FTP player, I am not the target audience for OOTP anymore, but I will miss it next year.

PT+ is great for the double daily log in rewards. I think that alone "pays" for it.
