Can't cut salary--ootp2013

So, my team is over budget due to arbitration results and I would like to cut salary. But the computer won't let me make trades to do that, because it doesn't cut salary enough to get below budget. And opposing teams don't have the budget to take on a ton of salary.

Anyone got ways to make my fake owner see reason and that I am actually improving the budget situation short and long term?

This is clearly a game-breaker bug, so maybe you should use the nuclear option if it works: manage a different team (or more than one), and make trade(s) that unlock your ability to trade.
