Customized leagues

So I had a question about Customized leagues, in all the past versions I used to make a 40 or so team league with fictional players and then I would hold an draft to start things and things seemed fine.


In our latest 19 version I keep trying to do this yet pretty much all the teams end up with a nonexistent fan base and a HORRIBLE payroll and basically no fan interest... Its almost as if the 19 version makes it as if its a brand new sport but it makes it no fun since no one has a decent budget etc. In past versions it was not like this. Is there something Im missing?

These values all get set after the initial draft. Before that they are all zero. Simply run the draft
