IFA salary cap

The last OOTP game I played before this year, was 16. I've been a bit busy over the past 3 years (still am, but I built a new computer, so I bought 20). Anyway, I kind of missed the whole rule about the hard cap on international free agents (both IRL and OOTP), so I'm not 100% clear. I know IRL, teams were making trades for IFA signing money, which you cannot do in game. Does anyone know how this works?

The other issue I have, and I'm not sure if it's not a bug: An IFA that I want is demanding $2.8 million, so I'll offer $2.2 million (as I normally would've in 16, to begin 'negotiations'). About a week later, I'll receive an e-mail, that Chicago White Sox have made a better offer, perhaps you can match it. So, I'll offer a contract, only to find Chicago has offered him $5 million; a figure that I cannot beat, because of the cap. It has gotten to the point, where I find one IFA to go after, and just offer him $5 Million, otherwise I miss out.
