Custom league: majors full of junior scrubs

This same problem which has existed since FHM 2, and has resulted in me getting refunds three versions in a row due to custom mode being unplayable and immersion-breaking, has yet again reared its ugly head.

In custom games, major ("NHL") level leagues will always fill two or three roster spots with junior-aged garbage scrubs, while better players either sit in free agency or remain in the minors. This becomes more common when I've simmed for a few years.

My theory is the same as it was two years ago. The AI might hate sending players back to juniors, so they just sit on the major-league roster all season.

It's probably been made worse by the changes that have slowed development a bit. But I think I know a way to help the AI work with the inability to send players back to junior, I'll see if we can get it into the first update.
