I guess you'd have to disable minor league free agency you can do that for majors can you do it for minors?

no...reserve roster is mandatory, unless the team has an affiliate.....

I don't know the exact number, but even if its somewhere around there that'd be fine. The rosters have to have people there anyways and it's not a perfect system. Plus substitutions and what not I'm not concerned with the leagues overcrowding...the point is in fact to keep them there.
