Can't sign a player

Hello everyone, forgive me for my English. I took Boston, as you can see on the screenshots. My salary is 80.521, so cap space is 0.978. I offer a Nolan contract, but the submit offer button is not active. Everything seems to be fine with the money in the club too, why can't I sign him, although playing Arizona, I could sign him?

Try clicking on "Meet Demand" first.

Then "Ask For Response."

That should make the "Submit Offer" button available.
