That's how the NFL is. They probably only have like 4 to 6 players making a lot then some in the middle with every else on the low end. But their roster size is 4x as big.
Not sure never tried a cap in ootp. I would assume teams eventually would get near the cap but it'll probably be broken down the same way. 3-4 players making a lot. Then the big middle ground and then all the minimums.
Remember all the mlb players under their rookie deal make the minimum until they are arbitration eligible.
