Non-MLB Historical Roster Limits

Working on a fictional historical setup, I'm basing many things off real life, and one the problems I'm having is finding roster limits/restrictions (or if there weren't specific restrictions, the general size).

I'm specifically attempting to find PCL and Southern Association roster limits from the mid-40s or so, but the only one I can find is a 15-man limit on the PCL from the inaugural 1903 season. In general, I'm looking for any historical setups.
