Unsign draftee

Hello all, I've played the game for a few hours. I wanted to know when is ti possible to sign the unsign draftee? I see the maximum date but cannot offre them a contract.

anytime after the draft and I think before the regular season.

on day after the draft until August 31st. Some players can't sign if they have European contracts. Some Europeans just won't sign.
