Does OOTP replicate the minor league rule re: DH?

As in, if two NL teams' affiliates meet up in the EL/AAA leagues, there's no DH used, and the pitcher bats.

The DH in OOTP is driven by the League Setup and has nothing to do with minor league team affiliation. You define whether the International League (for example) has the DH or not and all the teams will follow that.
