Maybe a question for Matt Arnold
When does the fiscal year in OOTP begin? I'm thinking of moving my amateur draft to the off-season but don't wanna mess up the budgets. So depending on when the fiscal year starts could determine when I conduct my draft

Not Matt, obviously but I believe that once free agents file, you're now operating entirely on next season's finances.
Several versions ago, I tried to move the amateur draft to just before Spring Training because I don't use the half season minors. I found I didn't have enough players in the draft that way and ended up just giving up and running the draft in June. I haven't gone back to it recently so I don't know if that's still the case.

When does the fiscal year begin is a very tough question to answer. Player contracts roll over when FA file, but budgets roll over at the start of the offseason. For draft purposes, though, if you are concerned about the draft cap, that's actually in its own fiscal year, so potentially is independent of other concerns, however, obviously, if a team is spending in two fiscal years their draft budget could change after the draft, which is probably not what you want.
Tl;dr the safest time would be to have the draft after FA file, but it probably would still work having it in the time period between the WS and FA. However, how people spend on draft players while also negotiating with FA is a challenge. |

I've got several hundred seasons with the draft pool created just before ST and the draft 10 days before opening day. Seems to work really well.
