International Complex vs minor leagues

I am playing a fictional league with 1 level of minor league (AAA). Is it better to move my international prospects right to AAA or leave them in the international complex? If I should leave them, then for how long?

If your international complex follows standard game rules, the players can stay there until their 20 year old year, then they have to move to your Stateside minor league team, or be released.

Thanks, will they develop more quickly in the international complex or the minors?

Usually in the minors, but you'll be starting your player's service clock earlier (in terms of the Rule 5 Draft).
