GM's should have the ability to set an "Organizational Philosophy" based on player (and possibly coach) attributes. The Philosophy will then be referenced whenever you are hiring scouts, coaches and choosing players as to how well the person fits into the Philosophy. Players that don't fit well within your Philosophy may not develop as well as in another system, especially if the coaches are chosen based on your Philosophy.

Also, it would be nice if scouts would alert you as to players that are being under-utilized or under-rated on their current teams.

As far as the scout's input on drafting, on big problem IMO with OOTP is that scouts will have guys rated as 5 stars that are rated by the standard scouts as one star. There should be some correlation as to where a player is projected to be picked and where the scout rates him. For example, you may have a guy that is projected as the end of the first round (league projection), but your scout views him as a high first rounder. You should see BOTH of these rating to give you an idea of where the player may go. This is especially true for low-round guys. Those 5 star guys your scout likes in OOTP would never go in the first round (and a scout would never want you to take them there). Their league projection may be 5th round, so you may want to take him in the 4th, or try and trade up to get him early in the 5th.
