Where to find cities.txt + making of new league?

I am rather new to this game and have a few questions:

1. I read that there should be a folder with the files inside? Can't figure out where.

2. If trying to make an international league - how can I be sure that the level of the players is really (really) bad?

3. Same as above, how to make a true amateur league? no salaries - no paid staff, almost no attendences etc.

3.1 Can league status change over time? If an amateur league now - can it in 50 years turn professional? Naturally, not by me fiddling with the rules.

You can just type in any city/team name you want during the league setup and go with that (if you're just looking for a one-time thing). If you're looking to permanently add new cities/states/countries/etc to the database, you'll have to edit the world.xml file. See this post for a how-to guide:

for #2, you can set the league reputation low to have players in that league sub-par/bad.

#3 - during league setup, you can set the salary/average attendance/etc levels (don't have the exact tab as I'm not in a position to launch the game right now).

#4 - I've never seen a league rep change automatically, and I doubt that it ever would; so that's one you'd have to manually adjust.

Also under File? - Explore Game World - you can add cities just to the current baseball world you have vs editing the XML which affects all leagues.
