National team stops picking US players

I started a World Cup in 1900, and for the first five editions the US team did as you'd expected and demolished all the other countries with one minor league player. Then without any settings being changed 1916 rolled around and the entire US team was ghost players. The other sides still picked their handful of players from my leagues, but the US was boycotting.

I added my leagues as affiliated leagues and changed the tournament max/min to be based on player league level rather than player talent but got no love. Any ideas? I had rejection on sometime, but while I could understand France having all their players decline the US will be able to field a team somehow.

Is this a known issue? I've searched for another thread but can't find one. Any ideas on how to restore the US players to the tournament?
