AI Not Signing Players

I play as an Indy League Team in my game, which includes a Major League, a couple International Leagues, and extensive minors. This offseason, the AI has been signing plenty of players in my Major League and Japanese League, but none at all in the Indy League. I didn't change any financial settings (that I'm aware of) from the prior offseason, and I don't think I had this problem before.

My first thought was that teams were over-budget. But I checked, and this wasn't the case. Then, I figured that the teams didn't have sufficient roster space for new players, so I went ahead and cleared a couple spots per team. No change. Then I thought maybe the AI was waiting until closer to spring training, so that the players' salary demands would go down. But that wasn't the case either.

Finally, I figured it had to have been that I added a Winter League to my game this offseason. So I restored by back-up from before the offseason. But the situation is the same in the replay.

Is there a fix to this?

I'm running Version 18.8 Build 76

I think we might need to see the league files. If you can upload them as per my sig and send a message to let me know what you called the league, I'll take a look myself and get Matt or Markus to do so if needed.
