Ability to edit league rules upon creation

I would really like to be able to set period length before or immediately after league creation. I really want to create a functional sledge hockey league without having to waste a season just so I can properly define the rules

OK I'm new to FHM. I'm playing around in the beta that came out today. I started a sandbox league with all the teams, and set myself to run the NJ Devils, where I can send players down/up and modify lineups.

but if I want to send other team's players down, make trades or modify lineups, am I in the wrong mode to control those other teams? I did check the commissioner mode option.

You can´t control all teams. You can e.g. move player around but you can not set all teams to human or something like this.

I guess everyone knows what I will say now but here I go again:

FHM is not intended to be a toolkit. It is a game that has the focus to model the real world as close as possible. Basic Fictional and customization options are only a bonus to the modern game.

This doesn't really answer my question
Perhaps have new sandbox games start on July 1st as a workaround?
