Which scouting is right?

When I manage any team, there are 2 ways to look at a player's ratings. i can look at their profile front page where everything is displayed or click on scouting report, provided by my scouting director. The ratings shown differ greatly, which one is right?

I honestly don't know. It happens even with scouting system turned off.

There is a selection menu at the top of the panel frame that let's you select the scout.

That's exactly what I see, and I have scouts turned off. Any chance we could get a fix in the upcoming patch?
