International Amatuer budget

In ootp17, i was able to simply look at my financial screen and see the funds available for free agent signings. I can check this number and then, on July 2, use this as my limit (subject to prior year restrictions and current taxes) to determine how much I can spend.

In ootp18, I went to my money screen on July 2 and it says that I have $23M more or less for free agent signings. I switch over to the international free agents and make an offer to one for $3M. No problem. When I try to make another offer, I am told I am over budget. Is this a change from ootp17?

Please advise.

Budget for free agents from MLB and budget for International Amateur FA's are different balances. You already know where to find your FA budget balance and free amount is... places where you can find your International Amateur FA's are in other places, and it shows it how much you have when the time comes to draft them.
But one place to look at your overall picture that shows how much you have for International Amateur FA's would be in Accounting tab, in the Front Office, it's listed in the Expenses.

Due to the 2017 changes to the CBA, the International Amateur Budget is hard capped at $5 million per season. This means you can only spend up to $5 million and there are no more penalties for going over the cap since that is no longer possible.
