Having an independent league instead of minors in historical leagues?

I've been fooling around with the game and I cant seem to get what I want. I'm looking to have a ML with historical players, with 16-20something teams and I want to have a fictional independent league of 10 or so teams that is filled with low-level ML guys and AAA type guys instead of a bunch of 5-star fictional players. What is the simplest way to accomplish this? Ideally I'd like to reduce a number of teams from some expansion number to a lower number of ML teams so I'd have say 2ish teams of guys that were low level major leaguers that get cut that would be the "stars" of my Indy league.

Any tips would be appreciated.

Finances are going to be an issue. You don't want indies competing with the ML. A few tips.

1. You want to have free agency for the indies. You can select no free agency but not reserve clause. You want the ML to be able to purchase indy players.

2. Set the player purchase price according to cash maximum for your ML league. I like to allow the ML to purchase about 5 players a year with cash on hand.

3. Not tested but I will test soon. Make a note of what indy financials you want and PCMs for the level you want. Set the indies to ML and lower the reputation. So AAA might be 7 AA 5, A 4, SA 3, HR 2, R 1. This should help keep the minors from signing major league caliber players if your finances are off. At least in theory it should.

4. Be aware that this setup seems to affect the number of FAs created if you allow agents to leave the league and allow agents from other leagues. I have found a shortage of free agents. I generally generate about 40 players a year or more depending on how many leagues.

5.Break created players down between age and development level. Older players are more developed and younger less. If you don't do this and keep everything at random you might 35 undeveloped players and fully developed 17 yos.

6. I tend to generate more younger undeveloped free agents who hopefully populate the lower leagues and hopefully ML teams purchase the best and most developed "minor" leaguers.
