Minor League Free Agents, the AI, and Online League Questions

Going through the first off-season in an online league that converted from another game. Getting questions from GMs wondering why the AI is signing minor league free agents for some teams and not others.

We currently allow ghost players and have "Match Players to levels based on skill" set. There are no fictional players allowed but we have plenty of free agents available to fill the spots.

The teams with "Transactions (Signing Free Agents, Releasing Player etc)" and Minor League Managers set to control "Minor League Free Agent Signing & Releases) seem to be filling up their systems OK.

The teams keeping human control of Transactions, but with Minor League Managers set to hire minor free agents, aren't really signing players. I thought, with Minor League Managers selected, they would be signing players as well. Unfortunately, that doesn't seem to be the case.

Right now we are at December 22nd. I've simmed past that date to test but still don't see the desired result.

Do I have to turn off Ghost players (which I read in another thread)?

Do they have to turn on Transactions (Signing Free Agents, etc.) to get this done? It is my impression from playing, though, if I turn on this option the AI will make Major/40-Man moves, which they want to control themselves?

Is there some setting that I'm missing? Suggestions?

Not sure, but this might lead you to the answer. (Get a confirmation before you do this.)

How do you have Manager Options set where it says "Transactions (Signing Free Agents, Releasing Players, etc.)? Mine is set to me, but if I wanted the AI to do it for me, I would want to select my Assistant GM to do that. There are things you can do separately to stop the AI from roster moves (40 man roster for example) while still letting the AI sign and release players.

If I turn on Active Roster Moves, Minor League Managers get ghosted out for signing Minor League Free Agents. In my tests, like with just turning on Minor League Managers, the AI doesn't sign minor league free agents.

If I turn on Transactions, the AI will sign 40-Man players, and I have a choice to sign Minor FA myself or let the Minor Managers to do it. (When I test it with Minor Managers turned on, the AI signs both.)

I would think if I just turned over signing Minor FA to Minor League Managers, they would do just that, but that's not what I'm seeing.

Am I missing something? Surely it's must be possible to have a human manager control the 40-Man and have the AI control the minors.

OK, I believe I have my answer after a bunch of testing.

It appears I won't get the action that I wanted/expected. There doesn't appear to be a way to configure the game to allow the AI to sign minor leaguers in the off-season while still retaining human control over 40-Man signs.

The Minor League Managers setting only triggers the AI to sign minor leaguers with Transactions assigned to a human GM until the start of the minor league teams' seasons and with Ghost players turned off. Otherwise no minor leaguers get signed.

I'm all ears if I missed a setting.
