No Scouts Available & Editing Player Contracts

This may be the incorrect forum to put these questions, but it seemed like the right place to me. Sorry if that's not the case!

I started a historical franchise without the Complete Scouting System turned on (which I believe is the default?), but later realized I did want that system enabled and did so. The only problem is that now there appears to be zero scouts available to hire. Is there a way to generate that pool of potential scouts? Does that happen automatically?

In another franchise, I am trying to edit the contract of a player (Bogaerts for BOS) to reflect the extension that was signed this year but after opening day. I know where you go to edit in contract extensions, but it seems like you can only add years with the base salary number. Can you edit in any special clauses, such as a vesting option, from inside the game? If not, how would you go about adding that? Should I be trying to edit the entire contract instead of a extension specifically? Alternatively, can you simply force a player to accept an extension in commissioner mode? If so, how?

When you edit a contract extension, you can't edit anything other than the base salary. In Bogaerts case, you can't make the last year a vesting option. What I do is just adjust the current contract. I don't have the game open right now, but I believe he has a one year deal (2019) for $12,000,000. I just make it an eight year deal starting in 2019 like the following:

2019: $12,000,000
2020: $20,000,000
2021: $20,000,000
2022: $20,000,000
2023: $20,000,000
2024: $20,000,000
2025: $20,000,000
2026: $20,000,000 (Vesting option for 535 PAs)

This way he effectively has the current contract and extension, even if it is technically all one contract in the game.

You can create new scouts:

Be in Commissioner Mode
Go to League > Transactions > Personnel
From the Action menu, select "Create fictional..." and then "Scout"; alternately "create multiple" if you want to create a bunch at once!
