Russian Last Name Set

Attached is a new set of Russian last names. Based off of frequencies I found for the 503 most common Russian surnames, it is smaller than the game file, but leaves out a lot of the excess names that make the old one feel less authentic. This will make them all sound truly Russian.

Note that there are already a couple of Russian first names sets on these boards. I haven't found any good statistics that could outdo these, so we'll stick with those for now (and they do seem to work well).
