Well I am not sure what you are seeing, but with the file you gave me, I had no problem doing the draft. Here is a screen shot of your league. If you see, "First Year Player Draft" is right there.

Can you confirm that you are not seeing what I am? Maybe you could take a screenshot. You might need to reinstall OOTP if you did not see what I did.
