Steam vs Out Of the Park Developments

IS there a difference between the 2? I was trying to use the addon central but since I bought the Steam version I don't see it on the home screen.

Wanted to add real photos but can't seem to figure out how.

You have to select Workshop central on the File menu and press "open workshop"

But the real photos aren't there, you can certainly find that somewhere if you search the forum but I've no idea where since I don't play with players picture.

The complete set (1871 to 1959) Just the update (1950 to 1959)
