I would really rather have OOTP20 in my Steam library of PC games, but also want the beta access.

I even purchased OOTP 19 twice just because having the Origin version triggered my OCD!

No. You can buy it now and add it to your Steam library later.

This is wrong according to Monday's stream, where Kris Jardine when asked about whether the preorder can be activated on Steam said that if you purchase through the website, it is a standalone version.

(I have not seen Tuesday's stream yet since it is not up on Youtube as of now)

You don't have to activate a game through Steam to add it to your Steam library. I did just this with Civ 4.

While this is true, it also means giving up on the main benefit of having the steam version: automatic updates.
